Jorge Castro works as a Policy Officer in the Digital Policy Development & Coordination Unit of DG CONNECT, in charge of the European Commission’s overall strategy and policy development in relation to the digital economy, notably the Digital Single Market, as well as analysing global technology developments.
Previously, he worked at the Internet of Things (IoT) Unit of DG CONNECT, in charge of the conception, analysis and co-ordination of IoT policies, such as cybersecurity, privacy and data protection. He co-drafted the European Commission Staff Working Document on Liability for emerging digital technologies and he was part of the European Commission Expert Group on liability and new technologies.
Before joining the European Commission, he worked as a public affairs consultant specialised in EU digital and ICT policy and regulation, advising and counselling leading ICT Fortune 500 companies, as well as NGOs. He started his professional career in the open source software and open standards community.
He holds a Law degree from the University of Zaragoza (Spain), a Master’s degree in European Policies from the Real Instituto de Estudios Europeos of Zaragoza (Spain), and a Master’s degree in European Law from the Europa-Institut of Saarbrücken (Germany).
